Elements of CAIS Structure

The list of potential members suggested for Trinidad & Tobago was: -

It was agreed that the list was not exhaustive but the Committee will begin with this group and later invite other relevant groups as necessary.

A series of criteria/characteristics of potential CAIS Network Members were listed as follows:

Generators/collectors/processors/disseminators of information/data
They should handle information types that meet CAIS quality criteria, relevance, currency, e.g. WTO standards
Standards and objectives must meet information needs at the national level
Members can be groups and individuals and could include some paying as well as some non-paying members.

A list of thirty-five potential members of the T&T CAIS Network were listed (Please see Annex 1).

Preliminary activities were proposed in an effort to develop a T&T Network:-

  1. Preferred name for the National Focal Point
  2. The group did not express any preference for a particular name for the National Focal Point.

  3. Criteria for the selection of a national coordinating centre

The group present did not attempt to suggest any criteria or recommend any organization as a national coordinating centre, but felt that it would be a function at a follow-up meeting of a wider cross section of potential CAIS members. CARDI noted that one of the main criteria was that the institutions selected as a national coordinating centre should be a national institution, and CARDI did not qualify as a regional institution and particularly in its role as regional coordinator for CAIS. The meeting would identify members who may wish to participate in a pilot CAIS National Network Project.

The working group recommended the following as preliminary activities to lead to the formation of a Trinidad & Tobago CAIS Network.

  1. Meeting of potential members to:-
Examine standards (formats, international standards, measures, currency) of data
Criteria for membership
Mechanism for functioning of the network to ensure members benefit from CAIS
Mechanism to conduct an information inventory exercise
Examine existing and ongoing projects that will capture information relevant to CAIS with a view to avoid duplication of efforts
Examine computer and communication capabilities
Define responsibilities of members and the hub
Develop proposals for funding/resourcing CAIS e.g.
IDB funding
Membership fees
CTA
USAID
PROCICARIBE Donor Fund
EDF
Advertisements
Sponsorships
Sale of products and services
Resources in ‘kind’
Develop information strategy
Identify T&T CAIS potential products and services
Examine T&T legislation with respect to CAIS

  1. Recommended organizations for the National Coordinating Centre

Act as a clearing house and receive enquiries on behalf of members and direct users to potential sources of information;

Act as a warehouse for storage of information;

Provide training, police standards, and support network activities.

Following is a summary of observations and recommendations as well as issues raised in connection with the further development of CAIS and the formation of a national network in Trinidad & Tobago:

How will members of CAIS be defined and how will the network distinguish members from users?

Should membership allow for the inclusion of individuals or agricultural and related institutions only?

What is the relationship between CAIS and AgroInfo?

Should provision be made for full membership, associate membership, payment or non-payment of fees?

Who is responsible for maintaining the network and for doing initial work to get the network functioning?

How will CAIS be resourced?

What is the role of CAGRIS in CAIS?

Mechanisms for managing the geographic spread of persons involved in any possible group meetings or activities must be considered.

What is the role of PROCICARIBE in relation to CAIS?

Is CAIS liaising with other networks which have had earlier experiences?

A national consultation should be held in Tobago.

These were designed to lay the groundwork for the formation of a T&T National Network in CAIS.

Formation of an Interim Steering Committee (ISC) which would -

Design and test short questionnaires to be administered to potential members (CARDI, CSO, ISC).
Compile a further list of potential members. NALIS, AGROINFO, CARDI, and CSO were seen as possible sources of lists from which to cull potential members.

CARDI should prepare a background document on CAIS for inclusion in a package for potential members.

A letter of invitation should be prepared to form part of the package (ISC).

A meeting of potential members should be arranged at which issues raised earlier will be discussed. (ISC))

A meeting of the Interim Steering Committee was set tentatively for April 15, 1998 at CARDI Headquarters to present items due and discuss further follow-up action.
