Elements of CAIS Structure

IICA is assisting the Department of Agriculture in the compilation of a database on agri-related data drawn from different agencies viz.

The Sugar Cane Manufacturing Company
The Department of Agriculture
The National Planning Unit (National Accounts)
Meterological Department
CARDI
Central Marketing Agency

Hence, the group strongly endorsed the statement made above.

Existing networks in St.Kitts:

Vegetables
Livestock
Database (AgroInfo)
Root Crops
Peanuts
Integrated Pest Management
Soil and Water Management
Irrigation

At this time there is no farmer organization in St. Kitts. Farmers were encouraged to form themselves into a group in order to benefit further from PROCICARIBE representation.

It was agreed that the list was not exhaustive but the committee will begin with this group and later invite other relevant groups as necessary.

Responsibilities of National Hubs

It was strongly recommended that the term "National Focal Point" be used instead of National Hub, since ‘national hub’ may convey the perception of the need to establish a new organization.

National Agricultural Information Networks

A follow-up strategy is necessary to get the national network started. The PROCICARIBE document indicated that CARDI, IICA and the Ministry of Agriculture would be the nucleus for PROCICARIBE in each country. Therefore, recognizing this and the fact that there is an informal working group compiling joint databases, it was suggested that the appropriate action be taken by CARDI.

Other concerns, issues and suggestions

The CAIS Hub in each country should have representation on the National Coordinating Committee of PROCICARIBE – as well as other PROCICARIBE Networks. In effect CAIS would then become a sub-committee of the National Coordinating Committee of PROCICARIBE.

If the CAIS National Network is set up properly, then it will assist in overcoming the problem of sharing data among organizations. It was strongly suggested that one of the terms and conditions of membership in CAIS is the willingness to share non-proprietary data and information. This suggestion could be incorporated into a memorandum of understanding which will be introduced for signature among organizations in the CAIS national network.

General Recommendations

For future consultations the Information and Communication Department should continue to target specific invitees for participation in the working group discussions on CAIS – as was done in preparation for the National Consultation in Trinidad & Tobago.

A summary of the CAIS proposal should be sent to CAIS special invitees prior to the consultation wherever possible.
