Comments on CAIS Summary Draft Project Proposal:

Introduction:
Accepted.

Beneficiaries:

Add: Rural Youth as an important target group for Haiti

Add: "local government" in particular with reference to policy makers

Emphasize: Rural women as beneficiaries

Problems to be addressed:

In Haiti the group specified the following commodities to be addressed:

Sweet Potato
White Potato
Cassava
Pineapple
Pigeon Peas
Cocoyam
Honey Bees

Emphasize: the need for access to information on current technology for growing coffee, rice, mango, corn, coconut, plantain and yam.

Emphasize:

the lack of human resources for processing information
limited resources for information processing
serious problems with telecommunication linkages

Lack of communication means needs to be included as a separate problem which needs to be addressed.

The members of the working group agreed to list more specific needs at a later date when there is more time.

Goal

Add: "to improve decision [making] leading to improved management of natural resources".

Amend to read: To increase income for farmers through increase in agricultural production (note increase in income could come from government subsidy) and improved marketing.

Objectives
Accepted.

Results

Add: Line with ‘improved skills base’ – improvement of knowledge of target groups, particularly rural areas.

Assumptions

The following assumptions may not hold true for Haiti :

The telecommunications facilities are very weak.
There is a very high turnover of staff because of poor salaries and working conditions.

It was agreed that the list was not exhaustive but the committee will begin with this group and later invite other relevant groups as necessary.

Responsibilities of National Hubs

Add: Manage a coordinating committee for the development of the National Hub.

National Hub
The FAMV was recommended as the National Hub for Haiti.

Responsibilities of the Regional Information Centre

There is a need to clarify the assistance (if any) to the various national network hubs or members. Noting the use of Information Cafés for CARDI offices, what would be the case for Haiti which is not a member of CARDI at this time?

Joint Activities
Accepted.

National Agricultural Information Networks

Comment: The Diagram of the local network should show the relationship between the members at the local level i.e. the fact that they could go to any other local agency as well as the hub.

Participants present suggested that an Interim Committee be formed to coordinate the formation of a local CAIS Network in Haiti.

Other concerns, issues, and suggestions

There is a need for the development of environmental and other agricultural related databases including statistical databases.

There is a need to clarify what is the role of the working group in the CAIS programme.

There is a need to explain further or provide more information about the information inventory.

General Recommendations

Proposed Project Activities

Haiti strongly urged that they be allowed to participate in the pilot networks project and in this regard agreed to submit a project proposal outlining their contribution to the pilot project.

For Haiti it was proposed that project activities in the following areas were most critical:-

Strengthening the development of information products
Development of Audio-Visual collections
Capacity building, particularly in the area of skills development.

HAITI (committee elected)

Prepare an inventory of what exists in Haiti.

Form a local coordinating ad hoc committee to convene a meeting with institutions and choose a local committee for work on CAIS activities.

The ad hoc committee will study the resources required to carryout the inventory and forward a project proposal to CARDI by 15 December, 1998.
