CAIS Summary Draft Project Proposal Comments:

Introduction:
Accepted.

Beneficiaries
Add: Small businesses

Regional and international institutions e.g. FAO and IICA

Problems to be addressed

Specific needs: Specific technology packages for crops e.g. meterological and hydrology data for DR
Emphasize: Lack of coordination and [add cooperation] among organizations.
Add: Problems of standardizing and defining methologies for data collection and organization.

 The need for standardizing formats for data entry was also noted.

The need to work with validated data and information was highlighted.

Goal

Add: improved capacity for decision making as well.
Add to the goal "to strengthen the capabilities of teaching and research institutions to do a better job", i.e. provide information to orient their programmes.
Contribute to increase in income for farmers [and include other persons in rural areas] in this definition
Note: in addition to better planning and management, better policy making, better design, and implementation of policies.

Assumptions

The Working Group noted that in particular the following assumptions would prove limiting in DR:

Cooperation among institutions (people jealously guard information)

Low turnover of staff (there are transfers and limited continuity among staff)

However, it was anticipated that all these assumptions would hold true within five years – the life of the project i.e. the conditions listed can be achieved over time.

The list of potential members suggested for DR was: -

It was agreed that the list was not exhaustive but the committee will begin with this group and later invite other relevant groups as necessary.

Responsibilities of National Hubs

The responsibilities of the National Hub were clarified with participants who agreed that they were all relevant for the DR.

National Hub

It was suggested that the existing group coordinate a team. After discussions, the team can agree which institution should be the national hub.

Responsibilities of the Regional Information Centre

Joint Activities

There was concern that the correct level of training required be established e.g. some groups may wish training to conduct their own inventory.

National Agricultural Information Networks

Composition.

CARDI needs to define the criteria for selection of a national hub.

The strengths and weaknesses of the potential hubs in the DR will be discussed among the members of the interim team.

It was agreed that all the groups present were willing to be a hub and there was a need to meet and discuss the issue further.

The idea of rotating the focal point/hub was suggested in order to display democracy.

IICA will coordinate the meetings of the national network group with other institutions, to provide support to the other areas as necessary.

The DR wants to be considered as a potential pilot project.

Benefits:

DR sought clarification to ensure that all media would be included in the data sets identified as part of the information inventory.

Proposed Project Activities

The group supported all the activities listed, however wished to add that CAIS should explore the possibility of a CAIS Website for DR.

A possible CAIS project was the design of a CAIS Website template for all national networks in countries participating in the project.

Follow-up Action

Dominican Republic.

The interim committee will meet the following week (dates) to discuss the next steps in developing CAIS in the DR.
IICA will coordinate the activities and forward updates to CARDI.
