Assumptions

The following assumptions were critical for the success of the project in Dominica:

Low turnover of staff (high turnover)
Telecom (high rates - government to provide direct lines for Departments involved)
Institutionalized information departments - adequately trained staff and resources

Membership of network

The group felt this should be limited to groups and associations so that it becomes easier to coordinate.

It was agreed that the list was not exhaustive but the committee will begin with this group and later invite other relevant groups as necessary.

Responsibilities of National Hubs

Greater capacity for linkage (Hardware/Software)

National Hub

Preferred name for National Focal Point

This was not an issue and the name Focal Point may be used.

Recommended organisations for National hub

Ministry of Agriculture was suggested as the institute most able to meet this role.

Responsibilities of the Regional Information Centre

Add:

Make recommendations for all aspects of information management
Basic rules for participation should be defined

Joint Activities

Basic rules for participation should be defined
Steering Committee = RIC and HUBS = CAIS

National Agricultural Information Networks

Dominica National Network recommendations for management

  1. Fee for membership
Users of Information (non-members) will pay for services
Funds for sustainability:
Membership fees
Government contribution (cash and "kind")
Sale of information (products/services)
Donor agencies (regional/national projects)
  1. Reduced rates for members for services and membership fee.

General Recommendations

Dominica noting very limited human resources and based on past experiences with similar failed efforts in information networks, elected to become a pilot but wished to commence activities only when some specific activity was going to take place via the CAIS network. Hence the information inventory exercise will be useful to coordinate in Dominica since they requested it and are prepared to recommend consultants to conduct the activity. One of the most dynamic and high-level discussions on a range of issues.

Proposed Project Activities

  1. Dominica would be most interested in participating in the information inventory before developing a pilot network. Hence, no Interim Committee will be convened until a specific network activity has been identified e.g. information inventory.

Follow-up Action

RIC will send information on CAIS to W. Magloire (MOA) (50 copies)

MOA will distribute to potential members.
