It was agreed that the list was not exhaustive but the committee will begin with this group and later invite other relevant groups as necessary.

Responsibilities of National Hubs
No additions or amendments suggested.

National Hub

Preferred name for the National Focal Point:
The group suggested National Coordinating Centre.

The following criteria were identified for selection of National Coordination Centre

  1. The organization must be neutral.
  2. It should have resources for disseminating information - in particular a core of trained staff. (The group noted the need for equipment for executing functions)
  3. The organization should have the capability to coordinate activities across sectors and should be able to communicate effectively.
  4. The organization should have the capability of recommending policies for information to the national Government.
  5. It should have a low turnover of staff.
  6. The organization selected should be a national one.

  4. Ministry of Agriculture, Extension Division

National Agricultural Information Networks

The group recommended the nomination of one national coordinating centre - with an option to delegate some of its responsibilities and functions to members of the national network

Functions of the National Coordinating Centre

Participants examined the draft functions of the National Hub/National Focal Point and made the following changes/insertions to the summary of the CAIS proposal which was provided by the facilitator.

National contact point for the Regional Information Centre and other national networks
Determine mechanisms for defraying costs and sourcing of funds for projects
Monitor changing needs of users

Implementation of marketing and communication strategy.

Follow-up Action

  1. The participants convened themselves into an Interim Steering Committee of the National Coordinating Centre.
  2. It was agreed that a draft letter providing information on CAIS will be sent by Ms. Claudette De Freitas to the CARDI office by e-mail for forwarding to Ms Julie-Ann Laudat. Copies will be sent to Ms Sue Evan-Wong : evanwong@candw.org and to Mr.Owolabi Elabango: owolabi@hotmail.com 

The Interim Steering Committee will then group prospective members according to function. The draft letter from CARDI will be adjusted to incorporate information on benefits to be gained from CAIS for the particular group. CARDI Headquarters will also send coloured brochures on CAIS for use by the Interim Steering Committee. Separate meetings will be held with each group to discuss the functions of the network and the nomination of a national coordinating centre.
